As Washington DC looks to eliminate one planned CSO storage tunnel and downsize another in favor of a hybrid solution that incorporates US$90 million worth of so-called 'green' infrastructure, it is worth considering that reverting back to the proven gray solution will be costly if relatively unproven measures do not deliver the required reductions.
