It is often said that a major project will never see the light of day without a dedicated champion, usually an elected official, but it takes an army of individuals to safeguard a vision through the regulartory, financial and political minefields to become a project. The point is never more well illustrated than on the Port of Miami Tunnel project this week when those committed to the vision scrambled to keep it afloat in the final stormy days leading up to a financial close. These persistent, dedicated administrators are as much a part of realized infrastructure projects as champions, designers, builders and financiers. |
