Design-build and concessionaire procurement combines these traditional combatants, but how can absorption of a consultant by a contractor function without conflict of interest? Must the acquired forfeit its independence for the mutual good? More broadly, is this the start of a trend? Will other independent consultants look to be acquired, or fear being stalked?
