Despite setbacks, political interventions and legal disputes, the SR99 project in Seattle has proven that a 17.4m diameter TBM excavation is possible. The question now is whether project owners and contractors will be inspired to push boundaries further, or whether the high risks involved will discourage such ambitious projects in the future.
