It remains to be seen whether Tuesday's tunnel crash in Switzerland represents a safety systems failure, but it brings sharply into focus a 2010 EuroTAP report that concluded: "An alarming number of operational tunnels will not be ready to comply with new EU tunnel safety rules in 2014."
