A tunnel drive in trouble requires drastic action if a way forward is to be found - always costly and time consuming. Contract termination, buyout, or takeover as the only way out of stalemate exacts even greater pain. The recovery contractor stands to gain the most from the situation but the project in the long run and its completion to final operation has to be the owner's goal, particularly for an owner spending public money.
