The traditional lowest-bidder-wins procurement environment long held back the introduction of modern technology. Under more progressive contract types, that include more equitable risk sharing, contractors are empowered to select and apply modern TBM technology, but what came first – the advance of technology that needed new contract types for application, or the development of new contract types to force contractors to select modern TBMs.
